ABSTRACT

Purpose: The purpose of this paper is to build a more scientific and refined collection assessment indicator system and examine the state of the collections, and adjusting collection development planning. Design/methodology/approach: To analyze the weaknesses in the current assessment indicator system, advance the quality–utility–value Theory of collection assessment, introduce the advantages of the theory, use it to construct a collection assessment indicator system and clarify the content of each assessment indicator. Findings: Empirical analysis of the foreign language collection of the National Library of China verified the scientific nature and feasibility of the assessment indicator system based on the quality–utility–value Theory. Research limitations/implications: The indicator system should be more detailed according to the needs, and the scoring standard can be clearer. Practical implications: According to the quality–utility–value Theory or based on such an assessment indicator system, libraries can build an indicator system related to their own libraries. Social implications: Building a good collection assessment, it is very important In today’s library tight funds, after the outbreak of COVID-19. With the value dimension, the collection assessment of the library is more objective, comprehensive and three-dimensional. Originality/value: This paper considers how to construct a collection assessment indicator system with the new theory, the quality–utility–value Theory;it is three-dimensional. Well, the collection value is not clearly measured and expressed in the indicator system before. Using this theory, this paper makes an empirical study on the evaluation of the foreign language collection of the National Library of China. © 2022, Emerald Publishing Limited.

ABSTRACT

A recent examination of the significant role of public health has prompted calls to re-investigate how the urban environment affects public health. A vital part of the solution includes Healthy City initiatives that have been the subject of extensive policies, implications, and practices globally. However, the existing literature mainly focuses on big cities and metropolitan areas, while investigations into small and midsized cities (SMCs) are lacking, and thus reflect the underlying issues of health inequity. This study develops an indicator system for evaluating Healthy City initiatives in SMCs, linking urban design and public health, supported by the analyzed opinions from experts collected using both questionnaires and interviews. The indicator system includes six primary dimensions and 37 variables: urban form and transportation (UFT); health-friendly service (HFS); environmental quality and governance (EQG); community and facility (CF); green and open space (GOS); and ecological construction and biodiversity (ECB). A fuzzy synthetic evaluation technique was used to assess the relative importance of factors, emphasizing the importance of UFT, HFS, and EQG, with importance indexes of 0.175, 0.174, and 0.174, respectively. This indicator system is helpful for SMCs seeking to construct a Healthy City in the future, and is based on urban design and governance inputs and for enhancing the Healthy City knowledge base of cities of varied scales.

ABSTRACT

With the increasingly effective control of the COVID-19 epidemic, the huge implicit demand for explosive tourism consumption growth in China is showing an urgent demand for tourism talents. In this paper, based on the concept of sustainable development and digital economy, the tourism economy is completely explained, the evaluation indicator system of tourism talents and tourism economy and the evaluation model of coupling coordination degree are established, and the coupling coordination between them is studied based on the data of Jiangsu from 2014 to 2018. The results show that (1) The comprehensive development level evaluation index of tourism talents and tourism economy in Jiangsu shows an upward trend, and the development speed of tourism economy is faster than that of tourism talents;(2) At present, the coupling coordination degree of tourism talents and tourism economy in Jiangsu is only at the lowest value of good coordination about 0.5, which has not broken through the antagonistic state and still needs to be improved. (3) The coupling and coordination level of tourism talents and tourism economy in Jiangsu Province shows the gradual improvement of "low coordination-moderate coordination-good coordination", which changes from the former lagging type of low-level and medium-level coordination tourism economy to the lagging type of good-level coordination tourism talents at present with 2017 as the turning point. © 2021 Kriedt Enterprises Ltd.
